CEIMS overview
CEIMS (China Equitable Information Management Service) is an independent, non-governmental, non-profit organization that is funded by the Ameson Education and Culture Exchange Foundation (AECEF). Since its creation in 1994, the AECEF has worked in cooperation with central authorities like the Chinese Ministries of Education and Culture to help disseminate Chinese culture and education throughout the world. Headquartered in Shanghai, CEIMS’s core mission of providing a fair, transparent and trustworthy process of authenticating applications submitted by Chinese students to western universities.
Background

For the past 6 years, the University of Cambridge has worked closely with the Ameson Foundation to identify China’s finest high school graduates using the ‘Ameson Chinese Elite Identification Scheme’ (ACEIS). This system has two objectives: to identify elite students, and also verify that the documents and achievements submitted in their applications are authentic.
The screening/verification aspect of ACEIS have proven to be extremely effective. It is the external document verification service recognized by Cambridge University for processing Chinese applications. It is also used at 11 other elite schools including the University of Melbourne, University of Warwick, and University of Bristol. Because of the fantastic response from both students and schools that have used this service, CEIMS is now being offered as a fully independent derivative of ACEIS.
What CEIMS does
CEIMS verifies and screens the authenticity of application documents (including graduate certificates/diplomas, transcripts, letters of recommendation, student academic ranking data and all relevant signatures). In addition, CEIMS analyzes student achievements and awards to distinguish between genuine achievements and exaggerated ones.
CEIMS is used at 11 elite universities: University of Cambridge; University of Bristol, University of Warwick, University of Auckland, Durham University, University of Edinburgh, Aston University, Royal Holloway University of London, University of Glasgow, University of Melbourne and Nanyang Technological University.
CEIMS Member Benefits
Essentially, the services CEIMS provides are designed to help bridge the gap between Western university standards and Chinese cultural and educational policies, in order to provide Western admissions officers with a clear understanding of a Chinese applicant's true quality. Beyond research and analyses, the primary service that CEIMS offers is an efficient and reliable authentication of documents submitted by Chinese students applying to foreign universities. The benefits CEIMS member include the following.
1 All schools/ educational organizations that sign up will receive ten (10) document authentications. These may be used any time during the course of an annual membership a member receives a suspicious document from a Chinese applicant, or when a member needs to gauge the true value of a particular achievement or award on a student's application. For each additional document beyond the 10 included in this package, there will be an additional charge of USD$20 per item. Within this system, CEIMS members may freely use the support network and authentication expertise as needed, in order to expedite their processing of Chinese applicants.
2 CEIMS members also enjoy the following information resources:
- A complete report about China's top high schools, containing: student numbers past and present; the school's ranking in its city/province; and the school's notable student programs. In addition, members will also receive an annual listing that ranks China's top high schools nationally, with details about each school's methodologies and educational policies.
- An overview of China's main academic competitions with details of each competition's sponsors, number of participants, number and quality of prizes, media reports about each event and an analysis of how each competition benefits the annual winners.
- Information about GAOKAO (the exam for entrance into Chinese universities). This report includes an analysis of how GAOKAO policies differ from western ones (including provincial variations); the subjects covered and how they are scored; the meaning and significance of scores; and a general overview of the system.
- A newsletter that covers sudden changes in China's educational policies (at both the high school and university level), and also reports of fraudulent activities committed by both Chinese students and schools.
3 CEIMS members also receive assistance disseminating information about their schools to tens of thousands of elite Chinese high school students (prime candidates for undergraduate study abroad). This is achieved via our Chinese web portals and newsletter services, which reach hundreds of elite Chinese high schools, and subsequently tens of thousands of quality students.
Membership fee
In order to provide a program of impeccable quality and efficiency to meet your needs, an annual membership fee of USD$260 is required.
